Lord was born in Moncton, New Brunswick, in 1963. He studied political science at the University of New Brunswick, and then worked as a journalist and political aide. He was first elected to the New Brunswick Legislative Assembly in 1995, and became leader of the Conservative Party in 1998.
In the 1999 provincial election, the Conservatives won a majority government, and Lord became premier. He immediately began implementing a series of reforms, including tax cuts, education reforms, and healthcare reforms. He also worked to improve relations with the First Nations in New Brunswick.
Lord's premiership was not without its challenges. He faced opposition from the opposition parties, as well as from within his own party. He was also criticized for his handling of the province's finances. In the 2003 provincial election, the Conservatives lost their majority government, and Lord was forced to rely on the support of other parties to remain in power.
In 2006, Lord announced that he would not be seeking re-election. He left office in 2007, and was succeeded by Shawn Graham of the Liberal Party.
