Cross went on to attend Yale University, where he studied history and political science. He graduated in 1885 and then taught at several different colleges and universities. In 1899, he was appointed professor of history at Yale University. He remained at Yale for the rest of his career, serving as dean of the Graduate School from 1916 to 1930 and as president of the university from 1930 to 1933.

Cross was a prolific scholar and author. He wrote over a dozen books on American history and culture, including The History of Connecticut (1935) and The Development of the American Nation (1936). He also served as editor of the Yale Review from 1911 to 1933.

In addition to his academic career, Cross was also active in public life. He served as Governor of Connecticut from 1931 to 1935. He was a strong advocate for education and social justice, and he played a key role in the development of the state's public welfare system.
